These references are important, but they can be misunderstood.

A pharmacopoeial reference relates to a recognised quality standard. It can help define how a material is identified, tested and assessed for purity.

However, it does not by itself confirm that a material is approved for every finished product, customer application or destination market.

What Does USP/EP Mean?

USP refers to the United States Pharmacopeia.

EP, also known as Ph. Eur., refers to the European Pharmacopoeia.

Their monographs may define requirements relating to areas such as:

  • Analytical procedures
  • Packaging
  • Labelling

When a supplier states that nicotine is USP/EP grade, the buyer should ask for confirmation of the exact specification and test basis supporting that statement.

A USP/EP Statement Is Not Complete Product Approval

A pharmacopoeial quality reference does not automatically confirm:

  • That the material is registered as a medicine in the destination country
  • That it can be imported without permits or regulatory approval
  • That it is suitable for every pharmaceutical, nicotine-replacement or other application
  • That the buyer's finished product is compliant with local law
  • That the product is approved for consumer sale
  • That a particular formulation, use level or packaging format is acceptable

Quality compliance is one part of supply.

Intended use, safety assessment, licensing, registration and import permission must be assessed separately.

What Buyers Should Request Before Purchase
